RAIS Jakaya Kikwete ametaka marekebisho yanayofanywa katika Sheria ya Maadili ya Utumishi wa Umma, yatumike pia kuwabana matajiri wasio watumishi wa umma ili kujua kama mali walizo nazo wamezipata kihalali au la.

 Akizungumza katika hafla fupi ya kufunga mafunzo ya upelelezi na uchunguzi kwa maofisa 50 wa sekretarieti hiyo iliyofanyika katika Chuo cha Maofisa wa Polisi Kidatu, Morogoro jana alisema hatua hiyo itawezesha watu binafsi kuchunguzwa.

 Aliitaka Sekretarieti ya Maadili ya Utumishi wa Umma kuingiza kipengele kitakachoipa nguvu kuchunguza mali za watu binafsi wakiwamo wafanyabiashara katika sheria inayofanyiwa mapitio.

 Alisema sheria ya sasa inawabana watendaji wa umma pekee, huku watu binafsi waliojilimbikizia mali wakibaki huru.

 “Wako watu binafsi waliojilimbikizia mali pengine wamezipata kwa kuuza dawa za kulevya au njia nyingine zisizo halali, watu hawa pia wafikie mahali pa kuchunguzwa ili waeleze walikozipata mali hizo,” alisema Kikwete.
 

Alisema wakati wa uhuru kipindi cha utawala wa chama kimoja cha siasa, maadili yaliwakataza watumishi wa umma kumiliki mali, kutumia madaraka vibaya, kujipatia mali na kupata mali kwa njia ya rushwa, lakini akasema kubadilika kwa mfumo wa siasa kutoka katika Azimio la Arusha na sasa mfumo wa soko huru kumetoa ruhusa kwa watu kumiliki mali.
 

“Hivyo kupitia mfumo huo, watu wote wakiwamo watumishi wa umma wameweza kumiliki mali, lakini tunachosema si kumiliki mali, hoja ni umezipataje mali hizo?”

 Rais Kikwete alisema kazi ya Sekretarieti ya Maadili ya Utumishi wa Umma ni kuwachunguza watumishi wote wa umma kwa kuwataka kujaza fomu za kutaja mali zao na jinsi walivyozipata na kusisitiza kuwa sekretarieti hiyo imeamuriwa kuanza kufuatilia ukweli wa kilichojazwa katika fomu hizo.

Seven pirates have been arrested near Kenyan coast during joint military exercises by the navies of Tanzania, Kenya, South Africa, Mozambique and Zimbabwe.

The arrests were made on Monday night by the navies, according to Tanzanian and South African maritime officials engaged joint exercises proposed by the Presidents of SADC Interop 2011, signed six months ago, which emphasised the need for enhanced security in the Eastern coast of Africa.

South Africa Director of Maritime Welfare, Karl Wieswer told journalists of the arrests in Dar es Salaam yesterday.

“We arrested the pirates on Monday night along the shores of Kenya. Our intention is to ensure safety of the sea,” he said.

In an interview with the Guardian, TPDF Information officer, Col. Kapambala Mgame said the seven pirates were apprehended following attack of the SAM-S-ALL GOOD ship that was carrying out oil exploration around the Mafia Island.

Mgame said the ship operated by Brazilian Petroleum Company Petrobras which was 40km northeast sent out the distress alarm.

“Two other ships namely MOCK and Froshiba also sent out alarm signals. Our soldiers who were in operation picked up the signal and sped to the area,” he said.
He said seven pirates in a small boat had attacked the ship with weapons adding that navy returned fire and managed to subdue and arrest the pirates after a battle that lasted for over 20 minutes.

He said the pirates had 16 sub machineguns and ammunition in their boat.
The incident brings to 18 the total number of pirates arrested in Tanzania following attacks in its Indian Ocean territorial waters.

The government in April ordered the army to escort ships searching for oil and gas off the coast to protect them from Somali pirates, who are suspected of kidnapping expatriate workers on exploration ships for hefty ransoms.

The family of former Apple chief executive Steve Jobs said that he died "peacefully" on Wednesday, surrounded by his family.

A memorial Web site will be posted.
Jobs passed away at the age of 56. Jobs is survived by his wife Laurene and two children, as well as a daughter from a previous relationship.

On August 24, Jobs stepped down, stating that he could no longer meet his duties and expectations as Apple's chief executive. Jobs was diagnosed with and treated for a rare type of pancreatic cancer in 2004, but he said the 2009 absence was not a resurgence of that cancer. He took an unexplained medical leave of absence in January.
In a statement, Jobs' family said he died peacefully.

"Steve died peacefully today surrounded by his family.
"In his public life, Steve was known as a visionary; in his private life, he cherished his family. We are thankful to the many people who have shared their wishes and prayers during the last year of Steve's illness; a website will be provided for those who wish to offer tributes and memories.

Steve Jobs Shot Biography.

Steven Paul Jobs was born in San Francisco, California on February 24 1955. His biological parents, unwed college graduates Joanne Simpson and Abdulfattah Jandali, had him adopted by a lower-middle-class couple from south of the Bay Area, Paul and Clara Jobs.

Young Steve grew up in a valley of apricot orchards that was already turning into the world center of computer technology: Silicon Valley. It was not uncommon to see engineers fill their garages with all kind of electronic devices in that part of California. Steve Jobs was fascinated by these, and that’s why, in 1969, he met with a computer whiz kid who shared his interests in electronics: Stephen Wozniak — commonly known as Woz. Steve and Woz quickly became friends even though Woz was five years older.

When Steve Jobs reached college age, he decided he would go to Reed College in Oregon. It was an expensive liberal arts college, way too pricey for his modest parents; but they had to keep their promise to Steve’s biological mother, and therefore paid for the tuition. Steve only stayed at Reed for one semester though, after which he dropped out. He then spent a lot of time learning about Eastern mysticism and adopted strange diets, fasting or eating only fruits: it was his hippie period. He even traveled to India with a friend to seek enlightenment at age 19.

Macintosh (1981-85)

Yet Steve Jobs was soon thrown out of the Lisa project because he was considered too temperamental a manager. Deeply angry, he took revenge by taking over a small project called Macintosh, determined to make it a cheaper GUI computer that would cannibalize sales of Lisa. Macintosh was in development since 1979 and its concept was “a computer as easy to use as a toaster.” Steve Jobs recruited brilliant young engineers in his Mac team and invigorated them by insufflating a spirit of entrepreneurship and rebellion, calling them “pirates”, unlike the rest of the company, “the Navy.”




 Even though the Mac project was controversial as it threatened both Apple II and Lisa, and because Steve Jobs antagonized it against the rest of the company, it soon became crucial to Apple’s future because Lisa proved yet another market failure. Steve was supported in his mission by John Sculley, Apple’s CEO, whom he hired in 1983 to help him run the company and groom him into a top executive. In January 1984, he introduced Macintosh in great fanfare.
