Mkukuta phase 2 itashindwa - Mramba

ROMBO MP, Mr Basil Mramba today said that the second phase of the National Growth and Poverty Reduction Programme (MKUKUTA) will not be successful just as was the case with the first phase.
"We are just putting the old wine in a new bottle. The contents will always remain the same," the MP, who is former
finance minister told the House.
Mr Mramba was contributing to a debate on the government's 2010/2011 budget proposals moved in the House by Finance and Economic Affairs Minister, Mr Mustafa Mkulo, on
Thursday.
The MP said the programme lacked crucial strategies for poverty reduction and did not focus on households.
"Poverty reduction must focus on an individual family or the household. It should not be a general concept for a wider society.
"We must start by educating parents in the family and later children. The education should focus on the household's trade, if they are farmers ..then how they are going to be better farmers.
"If they are in fishing, then they must be trained how to fish better and earn more," said Mr Mramba.
Mr Thomas Mwang'onda (Nominated - CCM) expressed his concern over the government profligate expenditure despite several directives by the prime minister.
"I am surprised we are still talking on the issue. Why are directives by the prime minister not being implemented?" he wondered.
